Different standard rates?

I am a "fresh beginner" in the translation business,
and I was wondering whether or not is common practice
(and if it's allowed!) to have different standard rates
depending where the jobs come from. More specifically,
rates in my place are usually higher than in other countries.
That's OK with the local market, but if one intends to
attract work from somewhere else, then the local rates
may be a little too high and therefore there may be a
loss of potential clients. So, what it would be the right
thing to do in cases like this?
