Setting rates?

I recently started working with translations here in Brazil. Apparently there isn't here a standard way to set rates for technical or other translations. I've been paid different rates for similar types of technical translations...
Could you give me an international guideline?
Is it better to set rates by words,pages, characters, or...
What can be the difference in price between a version (Portuguese-English or Spanish)and a translation (English or Spanish -Portuguese)?
I now got a partner and we are intending to launch a samall agency together! So we urgently need to structure our rates!!!
