The way I managed it was as follows:
Set up a website and e-mail box at a free host.
Go to a registrar and buy a domain name.
Get the registrar to anonymously redirect your URL and your e-mail to your free host's site.
In my case I set up a webpage at http://sites.netscape.net/345ARC with the e-mail name 345ARC@netscape.net,
then I went to Alba Trading (www.Alba-Trading.co.uk) to buy my Domain Name www.345ARC.co.uk and get it redirected.
The cost of the web page was zero, the domain name cost me £20 for the first 2 years, and £5 for each 2 years after that.
I realise that you probably don't want a .co.uk domain name, but I should think that it would be equally possible to obtain a domain name in your country.
