Hi Sylvia - That depends totally on the conditions you negotiate with the person you work for.

Some agencies predfer source because the can give their clients an exact quote.

Some prefer target so they don't have to da any word counting

It really depends on the terms you negotiate together. This is not a "one answer fits all" situation.
