He then continued (implying that he expanded upon or completed his statements about what he'd said previously): "In connection with the theme (subject) of BSE, I think that it is premature at this time to discuss a gap (in coverage) and the instruments (methods) with which to close (fill) it."
I don't know what the abbreviation BSE stands for, which would certainly help, but this is what the person is saying. Hope this helps.
