This is a new bulletin board and the idea is that people help each other. It's not all down to me, although I will be chipping in whenever I can. This whole site is about helping translators, but it isn't about helping translators start an agency. That is beyond the scope of what I set out to do.
I answered another question like that yesterday and I thought you would assume the answer was the same.

The question was beyond the scope of the site, so I needed to think about the answer, then I got busy, sorry, it happens - when you don't pay for help you have to take what you can get and when you can get it. You can't really expect people to drop their money-earning activities and give you their undivided attention now can you?

I have answered your question as best as I can, but perhaps someone else will be able to help you more, as I say there, it isn't supposed to just be a one-man show. I hope other people will answer questions too! I am announcing this board in tranfree tomorrow, so I hope we will see some action soon.
