I'm not sure cutting the amount you pay to your freelancers is the way to go about reducing your prices to end-clients. You won't get experienced professionals working for these rates. There's "competitive", and then there's "giving the work away". How about reducing your overheads?
Are your potential clients telling you specifically what they'll be paying once they go to one of your competitors? "We're giving it to a lower bidder" is a common way of simply not passing on work for a multitude of reasons (e.g. end-client has pulled out, deadline has been shortened, etc.).
