One of the problems with dollar accounts in the Netherlands is that you can only use them by transferring the money into Guilders or transferring it to an account in the US. This is on agreement between all Dutch banks. I have now solved the problem by opening an account with an American bank (Citibank) in Belgium. They are much more flexible in access to the money and it is only an hours drive for me to get there, not a transatlantic flight.
