As I read the reply (was it Alex's, or someone else), I couldn't help thinking of the example of photographers, who are happy to print up and sell you as many copies of a photo as you want, but keep the negative as their property. If you opt not to give away or sell your glossary, perhaps this analogy would help you to explain it to your client in terms that s/he can understand.
